TIRM Graduate Certificate

The University of Hawaii Manoa College of Social Science, School of Communications, and UHM Outreach College have developed, and in cooperation with the UH Information Technology Services, East-West Center and the Pacific Telecommunication Council, offer a Graduate Certificate Program in Telecommunications and Information Resource Management (TIRM).

TIRM is a graduate-level certificate program designed for public and private sector professionals seeking advanced study in telecommunications and information resource management.

The accredited Telecommunication and Information Resource Management (TIRM) Graduate Certificate Program is offered by the University of Hawai'i at Manoa (UHM) Graduate Division, the College of Social Sciences (CSS), UHM Outreach College, the School of Communications, and the Telecommunications and Information Policy Group (TIPG) of the Social Science Research Institute (SSRI).

Upon completion of the Graduate Certificate Program, professionals will be more capable of better managing telecommunications, ICT, new media systems, networks, services, and other information resources.

The certificate program aims to broaden the professional scope of the students enrolled through a structured, graduate-level curriculum. It has five basic objectives:

  1. to broaden the professional knowledge of students through interaction with specialists, professional associations, and current literature;
  2. to increase student understanding of telecommunication systems and networks;
  3. to develop an understanding of the relationship between human information needs and emerging information services;
  4. to study research methods used in information system design and implementation; and
  5. to examine principles and approaches to telecommunication management and roles of system planning, design, and management.

Upon completion of the certificate program, telecommunication and information processing professionals will be better informed to manage systems, information resources and personnel.

The Telecommunication and Information Resource Management (TIRM) Graduate Certificate Program is intended to enable its participants with an understanding of the following themes:

The program provides breadth and depth in ICT, information resources, and new media policy, planning, technology systems, regulation, and management. Participants, group projects and activities will be focused on an individualís professional background and situation.

The TIRM Certificate is a comprehensive and intensive exploration of telecommunications, information resources, and ICT. The program is not designed to develop highly specialized technical knowledge, skills, or abilities. At the same time, highly technical professionals will benefit from the program if they are interested in broadening their understanding of the broader policy, program, and management issues in the field.

TIRM's Requirements

A Bachelor's Degree from an accredited College or University and a minimum GPA of 3.0 are the requirements for consideration of acceptance into the program. Admission into the program will be made by the UH Graduate Division in conjunction with the UHM Outreach College and the Certificate Program Admission Committee.

The Certificate requires completion of fifteen graduate level credits. Twelve credits are in prescribed, common sequence course units, and three credits are in a seminar. Course titles are:
